Fun fact: There were Evil Ryus for MUGEN years before Reu and KingTigre's Evil Ryu came out!
Who's the first evilized Ryu for MUGEN? I'm not sure, but there are 2 contenders. First is Charlzn64's Dark Ryu, and the earliest version I found is from December, 1999. Charlzn64 said he started making MUGEN chars in mid summer of 1999, so it is possible there is an earlier version of Dark Ryu. Next is Dr.C & Mr. M 2000's Evil Ryu from the year 2000. The site Mugen4ever has the author as just Dr.C 2000 in their database [Source]. From the version I've found, the earliest file in the char folder is dated October 1999, so it is possible that the first version of this char was released in 1999. Both of these chars' release thread have not been found or archived, so who came first is not certain.
Unfortunately, Saizo's Stage and his life bars have not been archived, and are missing, but at least I got all of his chars, and his latest Ken untouched took me awhile to find.
Interestingly, Charlzn64 said that Kung Fu Man, "was based off of Kung Fu Master's main character, Thomas I think" [Source]. I can see the similarities. The story is similar too.
Dao Long and Karate Man are so old, they will need additional editing other than Dos2Win to make them compatible for MUGEN v. Win, 1.0, and 1.1. Ken, Ryu, and Dark Ryu works though, but will need their pals fixed with Dos2Win or a similar program. Note that Dos2Win doesn't backup the sff file properly when converting.
3/19/2025: Oops, forgot to mention old version of Ken and Ryu are not compatible with Win, 1.0, and 1.1. Need fixing to make them compatible.
