According to ぽてまよ at Nicovideo.jp, Kusinn (くしん) was available for a limited time. However, when ju removed the download link from his site, he didn't remove the char from the server, so somebody was able to archive the char in 2015 using the direct dl link http://big.freett.com/shinnyoukibako/ju_kusinn.zip.
Somebody else (or maybe the same person) tried to archive Rena Ryugu (竜宮レナ) in 2017 using this dl link: http://big.freett.com/shinnyoukibako/ju_rena.zip, but it was too late as the site was already shut down in 2016. From what I understand, Rena was a WIP char that was never released, but some people are suggesting otherwise. NiconicoMUGENwiki said that Rena by ju was, "currently unavailable due to the site being shut down" [Source]. I really don't know. According to the character page on 3/5/09, Rena was an unreleased WIP char who was at 5% completion, then on the next snapshot on 4/9/09, ju removed Rena from the page. The latest snapshot of the character page doesn't list Rena anywhere [Source2]. With that in mind, I'll just put Rena in the WIP section until further information.
