According to his site, he said, "Earth's Reception Room will no longer be updated as of 2007/06/30", so mother earth pretty much retired from MUGEN after that.
Mother Earth translated Elecbyte's notes inside Kung Fu Man from English into Japanese for the Japanese community. He then released an educational Kung Fu Man edit (教材カンフーマン) display named, "Kyo-zai Kung Fu Man", which added more moves with explanations in the files, also inheriting his notes from the previous Kung Fu Man edit. The purpose of this char was to teach newcomers how to make MUGEN chars.
Now, this is important to note. Mother Earth himself stated that Kyo-zai Kung Fu Man was free to modify, and he put his name in the author field. As a result, many Japanese creators made their own chars with this char as their base. Unfortunately however, many of them forgot to remove mother earth's name in the author field, resulting in multiple characters released with mother earth's name on it. This lead to confusion that mother earth made more chars than he actually did, past 2007/06/30, such as Zarugafu & DQ_Panther whose real author is 青ドラネコ, also known to the English community as ao_doraneko (although he did put his Japanese name in the author field of mo-mo-dainamaitu, but it was garbled once you opened it on Notepad), and Azure & Hei Meiling whose author is Lates. So yep, these chars weren't made by mother earth since he retired from MUGEN probably in 2007.
